Agent orchestration is not decision intelligence.

Routing work among agents, tools and systems can increase speed and automation. It does not establish whether the underlying evidence is sufficient, which scenario is preferred, who holds decision authority or how the result should be evaluated.
Consequential decisions need a governed decision state
A decision system must preserve the evidence available at the time, competing scenarios, assumptions, confidence, constraints, recommendations and the human or institutional authority that made the decision.

Enterprise value is not created when an agent produces an answer. It is created when a decision leads to action and the organization can measure whether the expected outcome occurred.
