Digital twins can create a powerful representation of an enterprise, asset, person or initiative. They organize state, relationships and change. But a model of reality is not yet a system for deciding what to do about reality.

Representation is necessary—but incomplete
A twin can describe current state and simulate alternatives. For consequential decisions, the enterprise also needs to know which evidence supports the model, what is uncertain, which decision windows are open and who is authorized to act.
A twin becomes operational when choices are explicit
The decision layer should connect the current state to plausible pathways, interventions, costs, risks and expected value. That turns a descriptive model into a decision environment.
Outcomes close the loop
The twin should not stop when a recommendation is accepted. Execution changes the enterprise. Those changes must be measured against prior expectations and used to update the twin, assumptions and future recommendations.
